To the Board of AS Khersonoblenergo
We, citizens of the Republic of Latvia Vilis Dambiņš, Valts Vīgants and Artūrs Albergs, and citizens of the Federal Republic of Germany Oļegs Sizermans and Marina Jaroslavska, express our sincerest respect for you. As you are aware, we are shareholders who together own 100% of Worldwide Holding Group Corp. shares, which in turn indirectly owns over 96% of shares in AS Khersonoblenergo.
We condemn the Russian Federation's aggression against Ukraine. The genocide of the Ukrainian people, the destruction of the entire national infrastructure, the nuclear blackmail of the world by the Russian Federation's top leadership – these and other crimes against humanity will be condemned for generations and will receive a proper legal evaluation.
It is with pain and utmost sympathy that we are observing the terrible occupation that the Russian Federation is perpetrating within the territory of Kherson and Kherson Oblast. The sincere patriotic attitude of the city and its inhabitants is deserving of the respect and support of the whole world. We are especially grateful for the heroism of AS Khersonoblenergo employees, who are working in extremely trying conditions and who support the position of VS Energy Group in condemning the aggression of the Russian Federation. At this difficult time, we wish to reaffirm that VS Energy Group will continue to support the statehood, sovereignty and economy of Ukraine in every possible way.
At the same time, we would like to draw your attention to the fact that your primary task as the management bodies of AS Khersonoblenergo is to support and duly organize the company's operations in these circumstances of war and occupation.
The main guidelines for work during the occupation are as follows:
- The compliance of the company and its whole workforce with Ukrainian legislative requirements is the only feasible way to conduct AS Khersonoblenergo economic operations in Kherson Oblast.
- Communication with representatives of governmental bodies and municipal institutions is only possible if the respective persons are representatives of legitimate Ukrainian governmental bodies and municipalities and their requirements comply with Ukrainian legislation.
- Any communication with or submission to the demands of occupying authorities or the Russian army is unacceptable. The only possible exception could be situations in which the life of an employee is in immediate danger.
- It is prohibited for AS Khersonoblenergo employees and representatives to support and cooperation with occupation authorities or Russian military forces. Any violations of the law by employees, including collaborative activities or statements that violate Ukrainian law, must be immediately reported to the relevant Ukrainian state law enforcement bodies.
- In instances in which AS Khersonoblenergo employees publicly state their position in support of the actions of the Russian Federation or the occupation authorities, termination of the employment relationship with the person in question must be instigated immediately in compliance with the procedures stipulated by law, the responsible law enforcement authorities of the Ukrainian governmental bodies must be notified about the relevant person, in addition to which an entry must be made on the official pages of AS Khersonoblenergo in social networks and on the website.
Only by joining forces will we be able to stop the enemy and liberate Kherson from the occupiers.
